Recognition of Prior Learning (RPL)

Kenya struggles with high unemployment and poor livelihoods, despite a skilled workforce gained through informal means like apprenticeships and non-formal education. These skills are not officially recognized, limiting career opportunities. The implementation of the Recognition of Prior Learning (RPL) policy, launched in March 2024, aims to address this, but significant challenges remain. Overcoming these barriers is crucial for improving employability, bridging skill gaps, and contributing to Kenya's economic growth.

 

Some of the proposed Intervention approaches include the State Department for TVET adopting a 2- pronged approach adopting a whole-of-government approach (One- Stop- Government) in the implementation of RPL and the established the Recognition of Prior Learning Delivery Unit (RPL) to provide the necessary policy direction, oversight and financing to ensure that RPL processes are standardized and aligned with the national qualifications framework. By coordinating and harmonizing RPL efforts, the Directorate aims to create an inclusive, effective, and accessible system that benefits individuals, employers, and the economy as a whole.

 

The implementation of a unified and harmonized RPL system, under the oversight of the State Department for TVET will have a transformative effect on Kenya’s workforce and education systems. By providing policy direction and coordination, the State Department will ensure that RPL efforts are standardized, effective, and scalable.

Proposed flagship programme components for RPL include Support to KSTVET to develop an institutional RPL Policy and legal Framework; Build capacity and training of RPL Practitioners implement RPL(Through KSTVET);Support the development of market relevant Programmes with potential for RPL for the informal sector, Refugees and Migrants; Develop RPL Regulations/ RPL Coordination Framework; Create awareness and advocacy about RPL and Dual Training Policy- Adopt a sectoral approach focusing on key economic priority sectors); Operationalization of RPL MIS and Develop the Micro credential Policy Framework to support RPL.
