Through the Business Environment and Export Enhancement Programme (BEEEP), SDIP leads Strategic Objective 3 (SO3), which focuses on strengthening Kenya's business climate. This objective translates into tangible reforms that reduce regulatory burdens, improve service delivery and build investor confidence.
Reform 01 — Regulatory Simplification
Historically, businesses operating in multiple jurisdictions faced varying requirements, duplicative processes and unpredictable approval timelines. Forty-seven counties meant, in effect, forty-seven different paths to the same license.
This new framework, supported by SDIP, standardizes licensing procedures, simplifies compliance and ensures transparency — replacing that fragmented landscape with one consistent, predictable process.
Reform 02 — Participatory Governance
Equally important is the institutionalization of Public–Private Engagement (PPE) through the PPE Policy and Bill 2025. This framework establishes structured mechanisms for dialogue between government, investors and industry associations.
It ensures that business concerns are incorporated into policy design, strengthens transparency and signals Kenya's commitment to participatory governance.
Standardized licensing and structured public–private dialogue are the foundation SO3 is building for investor confidence.
